- Describe the Project, its location and its objectives: As a part of the 50th Anniversary of the Dr. Saul Seide Memorial Botanical Garden, Warren County’s Department of Parks & Recreation is planning significant improvements to the 3.5-acre facility located between to local youth center and two of our community’s most popular playgrounds, Happy Creek Fantasyland and Free Wheeling Way (universally accessible). The plans are to replace the existing fountain, well over 40 years old, with an innovative and exciting splash pad.
What is a splash pad? A splash pad or spray pool is a recreation area, often in a public park, for water play that has little or no standing water. Splash pads have existed in the commercial industry for decades. The total area would be 50’ x 50’ with the splash pad utilizing much of the space. The splash pad would contain a total of 16 jet and nozzle sprays, and fit into the existing landscape theme, with the addition of some hedges.
Who will the project benefit? Everyone! Well planned splash pads can be enjoyed by a variety of citizens, both young and old. Splash pads can offer universal accessibility for all types of physical abilities. The addition of a splash pad is a request that has been received on a regular basis in our community.
The Rotary Club of Front Royal has a long history of supporting the County’s park system – we contributed both financially and with volunteer hours to a number of park facilities including: Happy Creek Fantasyland, Free Wheeling Way (universally accessible playground), Front Royal Skate Park, Rockland Park (picnic shelter), Eastham Park, as well as contributing to the refurbishment of two school playgrounds (Hilda J. Barbour & Ressie Jeffries). These projects are beneficial to the health and quality of life of our residents, and enhance our community in many positives ways.

- Describe how the project will benefit the community and/or improve the lives of the less fortunate: This project will provide residents with a new form of outdoor recreation currently unavailable in our community. The splash pad will mainly serve younger children, but it is agreed that this is also an activity the entire family can enjoy. Well planned splash pads can be enjoyed by a variety of citizens, both young and old. Splash pads can offer universal accessibility for all types of physical abilities. It also has the potential to attract tourists to Front Royal. The splash pad will enhance the already vibrant park complex, that features not only the two playgrounds referenced above, but a swimming facility, softball and baseball fields, and picnic shelters. This new form of outdoor recreation in the community will be a welcome addition to the park system and encourage our citizens to enjoy not only the splash pad, but the other recreation available in the park as well. Presently, our community does not have a splash pad, and it is the number one request of park patrons, as many families travel to similar facilities located in neighboring communities, such as Winchester and Warrenton. With the project site being located between the Youth Center and Fantasyland and Free Wheeling Way playgrounds, we anticipate the splash pad becoming one of the most frequented facilities in the park system.

- Describe the Rotarian hands-on activities in the project (i.e. non-financial participation): Plans to renovate the area will also include added hedges to update the existing landscape. Rotarians will be involved in the planting of said hedges as well as cleaning the site of existing shrubbery and debris. Estimated number of Rotary volunteers is 30, each donating 4 hours (minimum). Additional volunteer opportunities may arise as the project continues.
- Describe the publicity plan to inform the general public that this is a Rotary sponsored project: The Rotary Wheel will be proudly displayed at the entrance of the Splash Pad. Press releases will be sent to local news outlets detailing the club as a sponsor, and it is hoped that a feature article(s) will be run in one or more of our local newspapers during the building process and/or upon completion. The County will issue press releases on both its website and social media pages at multiple times during the project recognizing Rotary for its generous sponsorship. Internally, our club website as well as our club newsletter will highlight the project, as well as feature updates as during the process. Constant updates on the club’s Facebook, Twitter, Instagram, and YouTube pages will allow the public to follow the project throughout the process.
